BIO

Dr Biljana Kotevska is a socio-legal feminist scholar working on equality and non-discrimination law, with a focus on intersectional and multiple inequalities in civil-law jurisdictions and in international human rights law. She joined UCD Sutherland School of Law in September 2026 as a Marie Skłodowska-Curie Postdoctoral Fellow, researching protection against political discrimination in European equality laws, focusing on Belgium, Northern Ireland, and Macedonia. Before joining UCD, Dr Kotevska was a Max Weber Postdoctoral Fellow at the European University Institute (Italy), where she was furthering her research on tools for addressing intersectional inequalities and discrimination, as well as her legal history exploration of (in)equality and equality and non-discrimination legislation in the (post-)Yugoslav space. She has collaborated on interdisciplinary projects and publications, largely looking into issues of EU enlargement and geopolitics.

Before coming to academia, Dr Kotevska worked for close to twenty years in policy research and consultancy. She contributed to the comparative legal note on gender equality legislation produced for the 57 OSCE participating states (ODIHR), the development of EU-wide tools on gender-sensitive parliaments (EIGE), and the Legal Opinion on the Equal Opportunities for Women and Men Act of the Republic of Slovenia (ODIHR). Since 2011, Dr Kotevska has been European Commission's country expert for North Macedonia within the European Network of Legal Experts in Gender Equality and Non-Discrimination - first on non-discrimination, and from 2019 also on gender equality. She currently coordinates the Network's expert work on gender equality in all EU enlargement countries, and, reviews the work on gender equality in eight member states (Estonia, Finland, Hungary,  Iceland, the Netherlands, Norway, Poland, and Sweden). In addition to the international level, she has worked on policy and legislative drafting in North Macedonia, including the National Action Plan on Roma Women, the Law on Gender Equality 2022-2024, and the gender-sensitive amendments to the Law on the Parliament and the Rulebook of the Parliament.

Dr Kotevska hold a PhD in Law from Queen's University Belfast, an LLM in International Human Rights Law (with distinction) from the University of Essex, an MA in Democracy and Human Rights from the universities of Sarajevo and Bologna, and an LLB from Ss. Cyril and Methodius University in Skopje.
